problem buying css

Ok well

When i try to buy CS:S online with my papal i get the the very end and it says

I tried using my visa card and it dose the same thing, it says my bank denied the service to the card or some shit.

Well i used my credit card everyday and i went to the store just to see today, well it works, so its a problem with STEAM. I called then and they couldnt do anything for it.
I went to 3 of my local gaming stores and they all didn't have CSS they said that vavle stopped selling them in stores and its all online now.

Well what i am asking is this. Could someone buy it for as and sent it as a gift ( its and option when buying it online ) and then I could send you 19:95 or just $20 through papal.

Go to Wal-Mart and go buy CS:S.

Most people who've who bought CS:S on the Internet with PayPal seems to get a similiar error.
